The site navigation utilizes arrow, enter, escape, and space bar key commands. Left and right arrows move across top level links and expand / close menus in sub levels. Up and Down arrows will open main level menus and toggle through sub tier links. Enter and space open menus and escape closes them as well. Tab will move on to the next part of the site rather than go through menu items.

Contracting Reform

Small businesses are the foundation of our economy. With nearly 80 percent of NECA’s membership consisting of small businesses, the need to prevent government waste, reform contracting methods, and simplify the government procurement process remains a top priority. Congress must realize that many solutions to the problems facing our contractors come at no cost to the federal government and provide bipartisan wins in an all too often polarized world.

  • Establish a statute of repose for federal construction projects.
  • Ensure payment protections for construction subcontractors and suppliers performing federal construction under Public-Private Partnerships.
  • Prohibit the utilization of reverse auctions for the procurement of construction contracts.
  • Improve the design-build construction process.
  • Ensure responsible contractors are given priority in the bidding process of federal contracts.
