NECA’s Penn-Del-Jersey Chapter Official Testifies in Support of C-PACE Legislation
Penn-Del-Jersey Chapter Business Development Manager Ken MacDougall testified in support of legislation before the Philadelphia City Council Committee on Finance on June 10.
This testimony was in support of Philadelphia Bill 190412, which authorizes the City's participation in the Pennsylvania Commercial Property Assessed Clean Energy (C-PACE) Program and designates the Philadelphia Energy Authority as the City's program administrator.
C-PACE is a financing tool for local governments to help facilitate loans, repaid as assessments on property tax bills, for energy efficiency and clean energy improvements. Because this program incentivizes renovation and high-tech development of commercial structures, it is expected to provide numerous opportunities for NECA contractors.
MacDougall's testimony stressed the importance of having qualified contractors complete these jobs and described several types of advanced applications of this program, such as the installation of microgrids.
