NECA’s Marco Giamberardino Named a Top Lobbyist of 2020
The staff of The Hill has named Marco Giamberardino, NECA’s Vice President of Government and Public Affairs, as a top lobbyist of 2020. The website, which covers U.S. politics with a focus on Capitol Hill, names the year’s top corporate, association, independent and grassroot lobbyists each December. Giamberardino has received this honor each year since 2018.
NECA’s Government Affairs team, led by Giamberardino, has spent the majority of 2020 communicating the impact of the COVID-19 pandemic on the electrical construction industry to Members of Congress and ensuring that the coronavirus response legislation will give our members resources to help their businesses remain viable and not unnecessarily burden them during these trying times.
“I would like to thank The Hill for this honor, and more importantly, I want to thank and congratulate our NECA Government Affairs team for all their hard work that contributed to this recognition,” Giamberardino said.
Key pieces of legislation featuring wins for NECA contractors in 2020 included H.R. 266, PPP and Health Care Enhancement Act, which reauthorized the Paycheck Protection Program; H.R. 7010, PPP Flexibility Act, which fixes many of the technical and administrative issues with the Paycheck Protection Program; H.R.4634, Terrorism Risk Insurance Program Reauthorization Act of 2019, which ensures private terrorism risk insurance coverage remains commercially available, which will help the economy recover in the event of an attack; H.R. 190, which allows for reasonable reform to determine whether contracting officers are accurately certifying businesses to receive sole-source contracts; and S. 1790 FY 2020 National Defense Authorization Act, which contained numerous wins for NECA in the contracting space, most notably, accelerating payments to small business concerns, reauthorizing the Department of Defense Mentor-Protégé Program, and requiring post-award explanations on unsuccessful IDIQ contract bids. Lastly, the association’s political action committee, NECAPAC, has hit more than $1 million for the third year in a row.
Giamberardino added, “I want to thank our executive director Jessica Cardenas, our directors James Farrell and Trevor Falk, and our coordinator Hadlea Bothe all worked tirelessly this year, through the challenges of COVID-19, to ensure that NECA remained one of the most influential trade associations on Capitol Hill. We had a very productive 2020 and look forward to an even more productive 2021 working on behalf of our contractors.”
