First CHIPs for America Funding Announced
The Department of Commerce has launched the first round of funding opportunities from the CHIPs and Science Act to build out semiconductor chip plants. The Department is overseeing $50 Billion
to revitalize the U.S. Semiconductor industry. According to the press release, “the first funding opportunity seeks applications for projects to construct, expand, or modernize commercial facilities for the production of leading-edge, current-generation,
and mature-node semiconductors.” You can read more here.
NECA’s Take: NECA Government Affairs worked extensively with Congress and the Administration last Congress to pass this legislation. This funding will provide NECA contractors with numerous job opportunities and help ease supply chain issues.
Congress Overturns ESG Rule; Biden to Veto
The Department of Labor ESG Rule was overturned by both the House and Senate this week with Senator Jon Tester (D-MT) and Senator Joe Manchin (D-WV) voting with the Republicans. This will
now go to President Joe Biden’s desk where he will likely veto the measure, the first veto of his presidency.
NECA’s Take: NECA Government Affairs will continue to educate legislators on why ESG consideration is an investment tool for our NECA trustees.
Julie Su Nominated as Next Labor Secretary
President Joe Biden announced his nomination of Julie Su to replace outgoing Labor Secretary Marty Walsh. Su, an attorney, has served as the Deputy Secretary of Labor since 2021. Prior to
joining the Administration, she was the secretary for the California Labor and Workforce Development Agency.
NECA’s Take: NECA congratulates nominee Julie Su. We look forward to continuing our work with the agency on matters important to our industry.

The conference will take place on March 27 - 29, 2023 at the Salamander Hotel (Formerly Mandarin Oriental). It will start at 2:30 p.m.
on Monday, March 27th and end with a Congressional Reception on Wednesday, March 29th.
