Negative Ballots returned without reason/comments; OR returned with reasons/comments not related to the proposed ANS will be recorded as follows:

  • Ballots returned as “Negative” votes and unaccompanied by reasons/comments will be recorded a “Negative without comments” without further notice to the voter.
  • Ballots returned as “Negative” votes with reasons/comments not related to the proposed ANS text notwithstanding, will be recorded as “Negative without comments”.

Abstain, with or without reason(s) - A ballot response indicating that a Consensus Body participant (with or without reason) it declining to cast their ballot using one of the other ballot responses, as to, in no way to, indicate agreement, disagreement or objection with the proposed ANS (use NECA Comment Matrix))).
