Senior leaders set the vision. Frontline employees carry out the work. But middle managers are the critical force that determines whether safety initiatives actually succeed. They translate strategy into daily action, shape how safety is communicated and reinforced, and influence whether workers perceive safety efforts as credible or just another passing priority.
