James (“Jef”) Edward Fagan, III is NECA’s first General Counsel. As a seasoned legal counselor and advisor with over twenty-five years of experience as a practicing attorney, Jef brings a mature and measured approach to legal matters. He has represented both small and large companies and has spent one half of his career as in-house counsel to two large governmental entities. With a primary focus on labor and employment, Jef has extensive experience in traditional labor matters and regularly handles issues that impact organized labor and management, including industry- specific matters as prevailing wage and service contract disputes. He routinely provides advice on management and union concerns, with relevant experience with government and construction contractors.
