1. NECA Priority Issues Under Consideration as Senate Begins Markup of NDAA
Earlier this week, the Senate Armed Services Committee began the process of reviewing and marking up the National Defense Authorization Act (NDAA) of 2021. This yearly piece of legislation authorizes all expenditures related to the Department of Defense (DOD). The NDAA is typically a must pass piece of legislation which carries substantial contracting reform and construction related regulations. We anticipate the House to begin its committee mark up in the coming weeks.
NECA’s Look Ahead: NECA is eager to begin this process and see the legislation passed. Our government affairs team is optimistic that this year’s NDAA will bring about positive reform in the DOD construction process. We remain committed to working with Congress to create a fair and equitable bidding process in the DOD arena.
2. DOL Secretary Testifies Before Senate Finance Committee
On Tuesday, June 9, 2020, the Department of Labor (DOL) Secretary Eugene Scalia testified before the Senate Finance committee. The lengthy hearing centered on the Secretary’s willingness to continue the jobless benefits offered to those who lose employment due to the coronavirus pandemic. The Secretary hinted that he would be open to extending these benefits but encouraged the Senate to revamp them following an upbeat jobs report released last week. Mr. Scalia went on to say that his office has little intention of issuing further, more concrete, guidance to states regarding safety protocols.
NECA’s look Ahead: NECA was encouraged to see the Secretary testify publicly before Congress, which he has not done since his confirmation hearings, and will continue to monitor the conversation in the Senate regarding the reauthorization or revamping of the unemployment benefits.
