NECA Legislative Top Three: 2/23/18

1.  The  Federal Energy Regulatory Commission (FERC) issued a new rule that would remove barriers to the participation of electric storage resources in both the Regional Transmission Organizations (RTO) and Independent System Operators (ISO) markets.

NECA’s Look Ahead: NECA is encouraged by the decision that will push grid operators to remove barriers for batteries and other electric storage systems. This will create better market competition and better rates. NECA will continue to lobby both the administration and Congress for comprehensive energy reform.

2. NECA has applied for an exemption from the requirement to use an electronic logging device (ELD) to record driver hours-of- service (HOS) on commercial motor vehicles (CMVs) used by contractors to install, repair, and maintain the infrastructure of electrical utilities. The ELD requirement, as currently written, unnecessarily burdens the operations of electrical contractors nationwide and we propose to continue to use paper to record the HOS of these drivers. If granted, we believe CMV operations under the exemption would achieve a level of safety equivalent to, or greater than, the level that would be achieved absent the proposed exemption.

NECA’s Look Ahead: Accordingly, the Federal Motor Carrier Safety Administration (FMCSA) requests public comment on NECA's application for exemption. Please be sure to take action and send your letter of support for NECA’s position

3. The multiemployer pension system allows employers of all sizes in the electrical construction industry, to pool their resources and help provide a secure retirement for their workers in old age.
