Federal Contract Compliance Manual Overhauled
For the first time in more than a decade, the Labor Department's Office of Federal Contract Compliance Programs (OFCCP) has issued a comprehensive update of the Federal Contract Compliance Manual (FCCM). The purpose of the manual is to provide internal guidance to help Labor Department compliance officers evaluate federal contractors' adherence to their affirmative action and equal opportunity obligations and investigate discrimination complaints. Additional Rules Issued on Health Insurance Coverage Information Reporting Under ACA
Even though the employer mandate was delayed for one year until January 2015, the government issued two more proposed regulations on September 5 governing implementation of the Affordable Care Act for employers. The first outlines employers’ reporting requirements to demonstrate whether they have satisfied the coverage mandate. To read the proposed rule click here. In addition, a second proposed rule was issued instructing employers and insurers how they should report the kind of coverage they have provided and when individuals had received the coverage.
