NECA has had a presence in central Illinois since 1945, when Peoria served as the original host city for the Illinois Chapter.

In 1958, the Peoria area requested its own NECA charter and became incorporated as the Central Illinois Chapter. Its current jurisdiction mirrors that of IBEW Local #34. It is divided into three wage divisions and covers all or parts of 17 central and western Illinois counties.

As of July 1, 1996 its membership consists of 34 union contractors. The Chapter's membership meetings are the 1st Wednesday of each month excluding June, July, August, and December. Its annual meeting is the 2nd Saturday in December.
